2. $25,000 up to $1,000,000
a. minority and women business enterprise participation goals to be spelled out in the bid document – these could be hour and/or dollar-based goals
3. More than $1,000,000
a. 107.134 Construction contracts – minority and women participation is enacted
b. Labor hours defined as
i. 15% minority
ii. 10% reside in St. Louis County
iii. 5% women
c. Dollar goals
i. 20% of all commercially useful functions, as measured by percentage of the dollar value of all work on the contract, be performed by minority business enterprises
ii. 5% of all commercially useful functions be performed by woman business enterprises
4. More than $2,000,000
a. 107.134 Construction contracts – minority and women participation is enacted
b. Labor hours defined as
i. 15% minority
ii. 10% reside in St. Louis county
iii. 5% women
iv. 15% apprentice
c. Apprentice shall mean a person enrolled in any training program approved or recognized by the Unites States Department of Labor, Employment and Training administration (ETA), Office of Apprenticeship (OA)
d. Dollar goals
i. 20% of all commercially useful functions, as measured by percentage of the dollar value of all work on the contract, be performed by minority business enterprises
ii. 5% of all commercially useful functions be performed by woman business enterprises
